Pasha Moore is the founder of Holland Taucher Consulting Group (HTCG), a full-service political and not-for-profit fundraising and event planning firm covering all aspects of fundraising and strategy, with a focus on major donor cultivation and corporate partnerships; event production and execution; public affairs and advocacy in various roles, representing clients during the Texas Legislative Session.
She also serves as the Head of Events for Lincoln Network, a not-for-profit bridging the gap between Silicon Valley and Washington, DC. With over 15 years of political experience, Pasha has previously worked in various roles with over 120 campaigns, political organizations, tech organizations, and not-for-profits.Â
Outside of development, Pasha has produced scores of multi-day corporate, political, and tech conferences as well as hackathons and symposiums.Â
Kevin Kosar oversees all of the R Street Institute’s research. He co-directs the nonpartisan Legislative Branch Capacity Working Group, which aims to strengthen Congress and established LegBranch.org, an online hub for congressional reform and scholarship.

Before joining R Street, Kevin worked for the Congressional Research Service, where he served as an analyst and research manager. Earlier in his career, he was a lecturer in policy and public administration at New York University and Metropolitan College of New York.

Kevin is the author of three books: Failing Grades: The Federal Politics of Education (2005); Whiskey: A Global History, (2010); and Moonshine: A Global History (2017). He has also been a presidential management fellow and won the Academy of Wine Communications’ wine writer award.
Sasha Moss is a Senior Director at Insight Public Affairs, focusing on policy advocacy, stakeholder and coalition management, and digital messaging and organizing on technology policy. With a reputation as one of the smartest and most savvy policy wonks in the technology field, she has earned the respect of decision-makers in Congress and the administration.Â

Previously, Sasha was the government affairs manager and policy counsel handling coalitions, outreach, and intellectual property policy for the technology and innovation team at the R Street Institute, a center-right think tank based in Washington, D.C. Her work has been featured in publications including The Wall Street Journal, Bloomberg, The Irish Times, The Hill, The American Spectator, Washington Examiner, Roll Call, The Kansas City Star, and Techdirt. She has spoken at conferences such as South by Southwest, LibertyCon, RightsCon, and Consumer Electronics Showcase.Â
Zach Graves is the current Head of Policy at Lincoln Network.
He was the founder and former director of R Street’s Technology & Innovation department. He is a democracy fellow at the Ash Center for Democratic Governance and Innovation at the Harvard Kennedy School. He is also a fellow at the Internet Law and Policy Foundry and a visiting fellow at the National Security Institute at George Mason University’s Antonin Scalia Law School.
Prior to joining Lincoln Network, Zach worked at the Cato Institute and the America’s Future Foundation.
He holds a bachelor’s degree in philosophy from the University of California at Davis and a master’s degree in aesthetics and politics from the California Institute of the Arts.
Wayne T. Brough is currently president of the Innovation Defense Foundation (IDF). He received his Ph.D. in economics from George Mason University, with fields in industrial organization and public choice. Prior to cofounding the IDF, Dr. Brough was the chief economist and vice president for research at FreedomWorks.

Previously, he worked at the Office of Management and Budget, focusing on transportation regulations; the United States Agency for International Development, focusing on market reforms in Africa; and in the research branch of an investment bank, where he covered U.S. domestic policies. Dr. Brough’s analysis examines the importance of competition and open markets for the evolution of the internet as well as addressing the impact of specific regulations.
